Singapore NRIC starting with Y?

OK, so i was in the chemist and the chap before me needed to produce his IC for ID purposes.  The chemist when examining the card was shocked.  She had never seen a Singaporean NRIC starting with Y before.  Have you?

Nope never before. S=19, T=20 for the century. So Y is from the 26th Century future?

Hmmm... Y number on IC, no. Y number in hospital systems, Yes.

Y number or X number (Depending on hospitals) are usually used in hospital as downtime procedures.

That was the official explanation, but no doubt the original "S" was simply for "Singapore", and it was a sheer coincidence that S is the 19th letter of the alphabet, and "T" the 20th.  After all, the 1900s were actually the 20th century anyway, so we should have been using "T" then, and the kids today get ICs with "U"...

BTW regarding the suggestion that Y is for ex-cons...for the avoidance of doubt, that's NOT TRUE. I've dealt with enough ex-cons to know that they have normal IC numbers, just like the rest of us.
