I think they should -

1   )   headhunt locally and overseas for top intellect,
2   )   form a high level committee,
3   )   have local authority approve the committee,
4   )   to be chaired by some top scholar who has never score anything below an A* and must have qualified & attended Charleston Primary ,
5   )   invite foreign land transport experts,
6   )   top legal practitioners ,
7   )   automobile and land safety expert,
8   )   rigorously brain storm once a week for minimum of 5 years, minimum of 3 hour each session,
9   )   with any suggestion arrived, put it through a top level committee to spot any gap,
10 )   if no suggestion, repeat step 1 to 7
11 )   put it through another round of committee double confirm such gaps,
12 )   rectify the loopholes,
13 )   present their case to the highest level approval authority,
14  )  if approved, put it up to the highest level court for the final green light,
15  )  if it is a go, all riders, sit through no less than 21 hours of lecture, no shorts and slippers allowed during attendance of lecture. Must put on socks and underwear during lesson,
14  )  take a code of conduct test, if pass
15  )  som-par at Bukit Timah Hawker Centre, in the presence of the satay bee hoon stall holder that they abide by the code of conduct while riding,
16  )  one more lecture to understand co-relation between speed on a machine and safety,
17  )  if understood, put them through real life incidence of pain caused by various high speed PMDs
18  )  documented promise by rider to wear a luminous pink cap no less than 1 by 2 meters wide while riding to alert all other road users of their presence


meantime... they should be allowed to ride as they please

In LA (USA) must have valid lic to ride and must use on the Road...not pavements
I have a pile of stuff that pushes out squiggly waveforms from smaller squiggly waveforms that sometimes come from 1's and 0's.
It's wonderful to behold as long as you don't let the magic smoke out.

these PMDs are not much different from a car and almost like a motor bike except the likes of a Honda Golden wing or a Harley .

But riders do not require lessons, test and licence . The mental age of a toddler, no concept of safety, theirs and other road users, riding a automobile capable of speed of up to 60-70 km / hour.

How did the very first was allowed on our roads is beyond me.
